This week we take a break from Electional Astrology, Astrological Magic and Astrological Talismans and turn to traditional Horary Astrology. Horary astrology begins with the time of the birth of a question, rather than the birth of a person and judges the answer to the question from a chart of the time of its asking.
In this question the querent (person asking the question) asked, "Should I finish my doctorate?" He didn't really need it for the work he was doing and was concerned about the expense and technical difficulties presented. I received and understood the question on September 20, 2001 at 6:13 pm EDT (+4) in Washington, D.C. 38 N 55, 77 W 03.

In this chart Pisces rises and it is Mercury hour. The chart is not radical, but we will proceed to judgment, nonetheless. As Pisces rises, Jupiter is the significator of the querent. Jupiter is well dignified in his exaltation in the succedent 5th house. Venus is the almuten of the 1st thus co-significator of the querent. Venus is peregrine in the cadent 6th house.
The Moon is also the co-significator of the querent and is in fall in the 8th house. It is conjunct the malefic fixed star, the Southern Scale of the nature of Saturn and Mars causing obstruction. Robson, Fixed Stars, page 205.
The 9th house is the house of higher education and publishing and represents the doctorate. CA 55. It is ruled by Mars, who is exalted in Capricorn and in the 11th house. We note that Mars is also the ruler of the 2nd house of money and that it rules the Part of Fortune which is also in the 2nd house. A malefic (Mars or Saturn) as a significator indicates trouble and delay, even if dignified. Bonatti, Liber Astronomiae, Bk. IV (Arhat ed.) page 15. We note that the Moon is separating from Mars and Jupiter and applying to a square of the Sun. We are not moving towards, but away from the doctorate. On the other hand, Venus is applying to a trine of Mars with reception.
Medieval Student
The key aspect is that Mars, significator of the doctorate, is applying to an opposition without reception of Jupiter, significator of the querent. This is a strong indication that the querent will not finish the doctorate. Lilly notes, "I have rarely seen anything brought to perfection by this way of opposition, but the Querent had been better the thing undone..." Christian Astrology, page 125. Bonatti notes that when the significator of a matter is a malefic, and the perfection is by opposition, this causes fear and "...he may wish that the matter not be perfected than it be perfected [under these circumstances]. Bonatti, Liber Astronomiae, Bk. IV (Arhat ed.) page 15. While timing is tricky, with Mars about 6 degrees from perfecting his opposition to Jupiter in moveable signs in succedent houses and the Moon in a fixed sign the situation is probably resolved in about 6 weeks.
When we note that Mars is the ruler of the 2nd of money and the querent was concerned about the cost of the doctorate, the answer becomes even plainer. The opposition of Mars and Jupiter indicates significant difficulties with money arising from the doctorate. While the trine of Venus, co-significator of the querent to Mars is a positive sign, because she is both peregrine and in a cadent house, it is doubtful that she has the strength enable the querent to finish the doctorate.
Finally, things are just not happening with a seriously debilitated Moon, who is in fall (I don't trust the Moon at all in Scorpio) in the malefic 8th house, conjunct a malefic fixed star which causes obstruction and applying to square the Sun, which is an affliction. Bottom line: don't try to finish the doctorate. It is questionable whether it can actually be finished and financial problems loom.
